This collection consists of letters, memos, reports, press releases, briefing books, publications, email, newspaper articles, and handwritten notes from the Staff Secretary subject files of Todd Stern from 1995 thru 1998. Scope and Content Note This collection contains the files of Todd Stern, who served as Assistant to the President, Staff Secretary from 1995 thru 1998. As Staff Secretary, Stern managed the flow of paper in and out of the Oval Office, first as Deputy Staff Secretary in 1993 and later as Staff Secretary from June 1995 until March 1998. Prior to his service in the White House, he served as senior counsel on the Senate Judiciary Committee to Senator Patrick Leahy of Vermont. After leaving Staff Secretary, Stern managed the Clinton administration’s overall effort on the issue of global climate change. Stern oversaw the public education and outreach effort on climate change and was the senior White House representative at the Kyoto climate summit. The records in this collection cover three broad subject areas: the confirmation of Alexis Herman as Labor Secretary in 1997, Stern's role as climate change coordinator, and various Stern subject files which mostly include his schedules and calendars. Other topics include welfare reform, landmines, habeas corpus, product liability reform, race commission, partial birth abortion bill, and the State of the Union. The records contain letters, memos, reports, speeches, schedules and calendars, newspaper articles, and handwritten notes. This segment consists of three subseries: Alexis Herman Files, Climate Change Files, and Subject Files, which are each arranged in alphabetic order. Access Collection is open to all researchers. Access to Clinton Presidential Records is governed by the Presidential Records Act (PRA) (44 U.S.C. Chapter 22, as amended) and the Freedom of Information Act (FOIA) (5 U.S.C. 552, as amended) and therefore records may be restricted in whole or in part in accordance with legal exemptions.
