Freedom of Information Act Collection Textual (2008-0978-F) National Security Council This collection consists of records regarding public access to National Security Council (NSC) documents. The case of Armstrong v. the Executive Office of the President raised the question of to what extent the records of the NSC are subject to FOIA requests. In response, President Clinton issued a memorandum on March 24, 1994 to National Security Advisor Anthony Lake and NSC Executive Secretary William Itoh stating that regardless of the decision in the Armstrong case the NSC will continue to provide public access to NSC records. The letter thanks Myles for performing at President Clinton’s 50th birthday party. Myles was a New Orleans-based gospel singer. Freedom of Information Act Collection Photographs (2008-0846-F) White House Photos - Prayer Breakfast This collection consists of photographs of President Clinton addressing the prayer breakfast on September 11, 1998, for various religious leaders on the State Floor in the East Room. Dr. Gerald Mann gave the blessing and Rev. Dr. James Forbes gave the benediction at the breakfast. President Clinton prayed with some of the leaders in the East Room. Freedom of Information Act Collection Textual (2008-0830-F) National Space Policy (PDD 49) This collection consists of material concerning the development of Presidential Decision Directive (PDD) 49. The PDD, which President Clinton signed on September 14, 1996, outlined the Administration’s policy for space programs emphasizing exploration, economic cooperation, and national security. Freedom of Information Act Collection Textual (2008-0829-F) National Polar-Orbiting Environmental Satellite System (NPOESS) This collection consists of records related to the National Polar-Orbiting Environment Satellite System or NPOESS. NPOESS was a tri-agency program between the Department of Commerce (specifically the National Oceanic and Atmospheric Administration, NOAA), the Department of Defense (DOD, specifically the Air Force), and the National Aeronautics and Space Administration (NASA) designed to merge civil and defense weather satellite programs in order to reduce costs and to provide defense weather and climate coverage with improved capabilities. The collection contains correspondence, reports, manuals, briefs, and memos related to the program. One is congratulatory letter to Detective Michael Wolf in Los Angeles, California. Another is a thank you note to Michael Wolf in Eisenach, Germany. The third is a birthday note to another man by the name of Michael Wolf. The signing of the peace treaty between Jordan and Israel, on October 26, witnessed by President Clinton, was the highlight of the U.S.-Jordan relationship that year. Jordan benefited from American aid and trade. The records in this collection include memorandums, emails, correspondence, cables, and Presidential remarks. Topics include Executive Order 13059, which prohibited certain trade activities with Iran; and the South Pars Gas Deal, a $2 billion dollar foreign investment contract to develop part of an offshore gas field in the Persian Gulf. Also included are records regarding Russia’s assistance to Iran’s ballistic missile program and the State Department’s designation of the Mujahedin e-Khalq (MEK), an Iranian opposition group, as a terrorist organization. The collection contains memoranda, press releases and briefings, news articles, drafts, executive orders, and email. Freedom of Information Act Collection Textual (2008-0730-F Segment 1) Iraq 1998 This collection consists of records regarding Iraq in 1998. The first segment of this collection includes reports to Congress, Congressional correspondence, as well as United Nations (UN) reports and resolutions. These records concern the use of force in Iraq, Iraqi deportees the passage of the Iraq Liberation Act, and the UN oil-for-food program. In addition, this collection also contains correspondence from the public, administrative paperwork, speech drafts, speeches, press materials and formal messages from the President. Freedom of Information Act Collection Textual (2008-0729-F) Camp David Summit of the Middle East Peace Process (MEPP) (2000) The Camp David Summit of the Middle East Peace Process was held July 11-25, 2000 at Naval Support Facility Thurmont, more commonly known as Camp David. This collection includes records from the NSC related directly to the Camp David Summit of the Middle East Peace Process (MEPP). Responsive documents in the collection are dated primarily between June and August 2000. Early in July 2000, President Clinton proposed initial points of discussion and President of the Palestenian National Authority, Yasser Arafat and Israeli Prime Minister Ehud Barak agreed to come to Camp David. The meetings at Camp David were, by all accounts, frank, open, unprecedented, and historic. Given the highly sensitive nature of the dialogue during the Middle East Peace Process a majority of the records are closed for foreign relations or national security reasons. Freedom of Information Act Collection Textual (2008-0728-F) Oslo Accords Signing This collection consists of records regarding the signing of the Declaration of Principles for Interim Self-Government Arrangements, often referred to as the Oslo Accords, by Palestinian Liberation Organization (PLO) leader Yasir Arafat and Israeli Prime Minister Yitzhak Rabin, on September 9, 1993. The event, which included the iconic handshake between Arafat and Rabin, was a landmark moment in the Middle East Peace Process. The records in this collection include invitation lists, press materials, correspondence, briefing material, and other planning documents in anticipation of the event. Wilkie served as a White House speechwriter for the first two years of the first Clinton Administration.
