Dwyer served as Deputy Director of Presidential Correspondence and Presidential Messages in 1993 and Deputy Associate Attorney General in the Department of Justice from 1993 to 1997. This collection consists of letters, memorandum, notes, proclamations, and reports. This series, Ruby Shamir Subject Files, contains materials relating to domestic policy topics, especially on children’s issues such as health, education, child care and youth violence. The records include memorandum, faxes, letters, reports, schedules, and publications. Freedom of Information Act Collection Textual (2012-0573-F) Millennium Terrorist Plots This collection contains e-mail related to the Millennium bombing plots in Jordan and the United States. The Millennium bombing plots, or the Year 2000 attack plots, were a series of coordinated terrorist attacks planned to occur on or near January 1, 2000. Due to the nature of the request, a significant number of responsive documents have been closed for reasons of national security. The collection dates from December 1999 to January 2001 and contains speeches and speech drafts that mention the Millennium plot. The records also include press materials and television show transcripts where the bombing plot was a topic of conversation. Talking point drafts and press guidance are also among the open materials. When he took office in 1993, President Clinton inherited the humanitarian crisis in Somalia. Though the administration initially continued the humanitarian and peacekeeping mission of Operation Restore Hope, it pulled out after the deaths of 18 U.S. troops in the Battle of Mogadishu on October 3, 1993 turn public opinion sharply against involvement. Freedom of Information Act Collection Textual (2012-0660-F) Republic of South Africa This collection consists of records related to the Republic of South Africa and the transition to a non-racial democracy. Additionally, the collection also contains records related to nuclear non-proliferation and South African nuclear programs. These date primarily between 1993 and 1996. The collection includes records related to U.S. support for African transition to a non-racial democracy, for extension of the Comprehensive Test Ban Treaty and the Nuclear Nonproliferation Treaty, and for development of a U.S. policy toward South Africa. The collection also includes a large number of records related to the inauguration of Nelson Mandela as President of the Republic of South Africa. Nelson Mandela, F. W. de Klerk, Thabo Mbeki, and Pik Botha feature prominently in the records of this collection. These materials consists of correspondence, press briefings, talking points, speech drafts, memoranda, news clips, schedules and reports. It contains memoranda, reports, press materials, correspondence, emails, and cables. Freedom of Information Act Collection Textual (2012-0662-F) Republic of Angola This collection consists of records related to the Clinton Administration’s policy toward the Republic of Angola. Specifically, the documents address administration efforts to support an end to the Angolan civil war through interactions with President Eduardo dos Santos and UNITA leader Jonas Savimbi, sanctions against UNITA, support of the Lusaka protocol, and participation in United Nations peacekeeping missions. It contains correspondence, memoranda, reports, and emails between National Security Council staff, particularly in the African Affairs directorate. Freedom of Information Act Collection Textual (2012-0665-F) Presidential Decision Directive 25 This collection consists of records related to Presidential Decision Directive 25 (PDD-25), an executive order signed in May 1994 that defined US policy on reforming multilateral peacekeeping operations and the US relationship with the United Nations in regards to peacekeeping and in peace enforcement operations. It contains memorandums and emails between members of the National Security Council (NSC), the State Department the Defense Department and others in the White House. The collection also includes numerous drafts of the PDD and its 9 annexes, meeting agendas, as well as schedules for the inter-agency core group that drafted the document and monitored its implementation. The files also contain correspondence between members of the NSC and concerned members of Congress about the various implications of PDD-25 and about general UN Peacekeeping operations. Freedom of Information Act Collection Textual (2012-0669-F) Stanley Flemming This collection consists of correspondence from members of the military and the legislature as well as medical professionals in Washington State and California recommending Stanley Flemming to the position of Surgeon General in early 1995. Flemming also wrote expressing his interest in the position. Henry Foster was nominated in 1995 for the position, but never confirmed. Ultimately Audrey Manley was appointed acting Surgeon General from 1995-1997, and in 1998 David Satcher was appointed Surgeon General by President Clinton. Systematically Processed Collection Textual (2012-0726-S) Deanne Benos - Domestic Policy Council Deanne Benos worked as an Associate Director in the Domestic Policy Council from September 1999 to 2001. Her area of expertise was in law enforcement, gun control, crime prevention and related topics. She worked closely with Department of Justice personnel on these issues. Subjects include advertising, background checks, the Brady Law, Columbine and other mass shootings, the COPS program [Community Oriented Policing Services], the crime bill, cyber crime, crime events, elder crime, drug control, gun control, enforcement, injuries, polls, manufacturers, shows and trafficking, gun buy-back program, gun-free schools, ongoing federal lawsuits (John Schmidt binders), youth violence.
