The photographs consist of President Clinton giving remarks and then greeting guests after his speech in the auditorium. Freedom of Information Act Collection Textual (2009-0845-F) Kipyator Nicholas Kiprono arap Biwott This collection consists of records regarding Nicholas Biwott’s alleged involvement in Kenya’s Goldenberg affair of the early 1990’s. Goldenberg International Ltd. was accused of receiving as much as $600 million dollars for fictitious diamond and gold exports. Biwott, a Kenyan politician and businessman, was alleged to have been involved, but was never charged with any crime. Included in this collection are National Security Council (NSC) cables regarding the economic situation and corruption in Kenya. The majority of the records responsive to this FOIA are closed for national security reasons. Gaines - Author This request consists of photographs of President Clinton awarding the National Medal of Arts and Humanities to Ernest J. Gaines at a ceremony at DAR Constitution Hall on December 20, 2000. These photos document the award ceremony and the dinner afterwards at the White House. Gaines is a fiction author and Louisiana native. Freedom of Information Act Collection Textual (2009-0736-F) Edward Downe, Jr This collection consists of records relating to the presidential pardon of Edward Downe, Jr. In 1992, the Securities and Exchange Commission [SEC] charged Downe, a former director of the Bear Stearns investment firm of providing inside information to friends and family in order to make illegal stock trades in the late 1980’s. The records in this collection contain the petition for a pardon, character afffidavits, and correspondence in support of the petition. Freedom of Information Act Collection Textual (2009-0725-F) Affirmative Action On March 7, 1995, President Clinton directed that a review be conducted of the federal government's affirmative action programs. George Stephanopoulos, Senior Advisor to the President for Policy and Strategy, and Christopher Edley, Special Counsel to the President co-chaired a steering committee that examined the design and effectiveness of federal affirmative action programs. Stephanopoulos and Edley submitted their report July 19, 1995. This collection consists of solely email concerning affirmative action and the committee's work. The email includes meeting confirmations, meeting notes, background notes, and draft reports to and from Christopher Edley, Laura Capps, and Heather Beckel, the latter two were George Stephanopolous' assistants. Freedom of Information Act Collection Textual (2009-0628-F) Reinventing Government Initiative and the Delivery of Health Services to Veterans This collection consists of memoranda, correspondence, newspaper articles, press releases, and reports focusing on the relationship between President Clinton’s Reinventing Government Initiative and the delivery of health services to veterans. The records in this collection can best be characterized as a mixture of papers dealing with health care for veterans, President Clinton’s reinvention of the federal government, and related material about veterans’ organizations, veteran’s parades and events, and appointments to positions in the Department of Veterans Affairs (DVA). Freedom of Information Act Collection Textual (2009-0623-F) Madeleine Albright - Secretary of State This collection consists of records concerning Secretary of State Madeline Albright’s trip to Mongolia in May 1998. Secretary Albright’s trip was to affirm the United States’ commitment to further cooperation between the two countries and to show support for Mongolia’s developing democracy and economic reforms. The records consist of cables and emails. The cables include background information, from the U.S. Embassy in Ulaanbaatar, Mongolia, relating to recent history and Mongolian politics. The emails include remarks made by Secretary Albright to the Mongolian Parliament. Also included in the emails are press releases of a joint statement by Secretary Albright and the Prime Minister of Mongolia, Tsahiagiyn Elbegdori and the text of a press conference held by the Secretary and Prime Minister. Freedom of Information Act Collection Textual (2009-0572-F) Northern Ireland Correspondence This collection consists of records related to correspondence between President Clinton and those involved in the Northern Ireland Peace Process. The collection contains correspondence with the following individuals: Sinn Fein leader Gerry Adams; Taoisigh of Ireland Albert Reynolds, John Bruton, and Bertie Ahern; and British Prime Ministers John Major and Tony Blair. The records also include correspondence with three architects of the Good Friday Agreement: John Hume, David Trimble, and Senator George Mitchell. The collection further contains memoranda, letters, schedules, and press statements regarding the President’s involvement in the peace process. The majority of the records address with routine issues: thank you letters for visits and head of state gifts, and farewell letters to outgoing leaders. Freedom of Information Act Collection Textual (2009-0541-F) One America This collection consists of memoranda, reports, drafts, publications, handwritten notes, correspondence, talking points, and press releases regarding One America in the 21st Century: The President’s Initiative on Race. One America came into existence as the result of Executive Order 13050. The organization consisted of a seven member Race Initiative Advisory Board appointed by the President himself. John Hope Franklin, a distinguished historian and educator, became the chairman of the committee. According to the Executive Order, the board’s primary mission to “counsel [Clinton] on ways to improve the quality” of the relationship between the many and diverse peoples of the United States. Freedom of Information Act Collection Photographs (2009-0530-F) White House Photos - Peggy Charren (9/25/1999) This request consists of photographs of President Clinton and Hilary Rodham Clinton presenting a Presidential Medal of Freedom to Peggy Charren on September 29, 1995. Charren founded Action for Children’s Television (ACT) in 1968 in an effort to improve the quality of children’s television programming. Freedom of Information Act Collection Textual (2009-0528-F Segment 2) North and South Korea This collections consists of records relating to the Republic of Korea (ROK), commonly called South Korea; and the Democratic People’s Republic of Korea (DPRK), commonly called North Korea. This segment contains material from the files of National Security Council staff. It includes articles, briefing material, cables, drafts, letters, memos, notes, reports, routing slips, speech transcripts, staff summary sheets, and testimony. Topics span the entire eight years of the Clinton Administration and include the Agreed Framework of 1994, diplomacy, investigation of No Gun Ri (a Korean War incident), North Korean drought, humanitarian food aid, light water reactor negotiations, the 1994 helicopter intrusion incident, Team Spirit, Korean Peninsula Energy Development Organization (KEDO), North Korea’s nuclear program, North Korean refugees, Korean War MIA (Missing in Action) remains, Korean reunification, and the Korean War Memorial. Freedom of Information Act Collection Textual (2009-0528-F Segment 1) North and South Korea This collection was made available via a Freedom of Information Act (FOIA) request. The FOIA request was for records relating to the Republic of Korea (ROK), commonly called South Korea; and the Democratic People’s Republic of Korea (DPRK), commonly called North Korea. Specifically the request was for: U.S-South Korea summit talks and bilateral relations, North Korea’s nuclear programs, the advancement of U.S.-North Korea bilateral relations, the South Korean economic crisis in 1997, and U.S.-South Korea mutual defense agreements. This first segment begins with the White House Office of Records Management CF files of Counselor David Gergen and ends with the National Security Council’s Office of the National Security Advisor. Due to the highly sensitive nature of foreign relations with North Korean as well as South Korean and U.S. national security, a large number of these records are closed for national security reasons.
