Finding Aids

Finding aids describe archival collections to help users navigate their contents and identify material relevant to their research. Finding aids provide a summary of a collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Researchers may use the "Search Box" below to search by keyword or collection number (ex. 2016-0738-F). Researchers may narrow their search results by filtering by finding aid type, record type, or tag. Researchers may also select for "Digitized Content" to view only collections that have been digitized.

Finding Aid Types

Finding aid types include Freedom of Information Act Collections, Systematically Processed Collections, and Mandatory Declassification Review Collections.

Freedom of Information Act Collections provide a summary of a collection requested under the Freedom of Information Act, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Systematically Processed Collections provide a summary of a collection processed systematically, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of files, and a link to the related digitized records (if available).

Mandatory Declassification Review Collections provide a summary of a collection released via a Mandatory Declassification Review, and an Adobe Acrobat file (.pdf) of the declassified records.

Collection Description Tags

A Tag is a descriptive term attached to a finding aid to establish relationships between collection descriptions. Multiple tags can be used to describe collections.

President Clinton pardoned, commuted or rescinded the convictions of 459 people during his term in office. The collection contains correspondence, memoranda, reports, forms, notes, and news articles all relating to the recommendations, approvals, or denials of pardons and clemencies.

This collection consists of records dated March 3, 1997 to January 20, 2001 between Richard Clarke, Samuel Berger, and the President referring to Osama bin Laden, al-Qaeda, Pakistan, Afghanistan, or the Taliban. The collection contains unclassified emails related to meetings or drafting public guidance. It also includes administrative materials related to document handling and tracking. Samuel Berger did not use email and therefore email correspondence is from Clarke to subordinates of Samuel Berger, and typically carry the instruction “FOR SRB.” Memorandum for the President would pass from Clarke through Berger to the President. It should be noted that because of sensitivities associated with counterterrorism activities and discussion related to Osama bin Laden this collection still remains largely classified.

The correspondence contains appreciation and endorsement letters, and a get well letter from President Clinton to Henry Kissinger after his heart attack. The speech and news clips are on globalization. The memoranda transmits the memorandum of conversation to the NSC Executive Secretary to be filed for an official record.

This collection consists of records related to President Clinton and his interactions with the Church of Jesus Christ of Latter Day Saints, or Mormons, as well as visits by President Clinton to Salt Lake City, Utah. This collection consists of correspondence, memoranda, itineraries, schedules, and press clippings. The records describe President Clinton's interactions and communications with different leaders of the Church of Latter Day Saints and various Latter Day Saints organizations. They also deal with efforts by President Clinton and administration officials on behalf of Salt Lake City’s bid to host the 2002 Winter Olympic Games, and some of the planning that took place for the Games.

Much of this collection is administrative in nature consisting of dialog and drafts between staff of the National Security Council. Discussions include China, Burma, Turkey, Cyprus, Iraq, and Iran among others. Also included is a large volume of records related to the acceptance and passage of treaties particularly the Comprehensive Nuclear-Test-Ban Treaty (CTBT), Chemical Weapons Convention (CWC), Convention on Elimination of all Forms of Discrimination Against Women (CEDAW) and the Law of the Sea (LOS).

This collection was made available via a Freedom of Information Act (FOIA) request. The FOIA request was for all records related to Jesse Helms. In this first segment a significant majority of the records are congressional correspondence with President William Jefferson Clinton and members of his staff. The collection is wide ranging collection touching on topics such as human rights, Women’s rights, and Theatre Missile Defense. It discusses China, Burma, Turkey, Cyprus, Iraq, and Iran among others. Trade Issues with Russia, China, and Japan figure prominently in the records of this collection. Present also are issues related to the recognition of Taiwan. While this is correspondence to or from Senator Jesse Helms, many of his letters included additional signatories. The collection features letters to or from a significant majority of the Senators from the 103rd to 106th Congress. Some of those included for example are: Trent Lott, Joseph Biden, John Glenn, Orin Hatch, Olympia Snowe, Daniel Akaka, Christopher Dodd, Ben Nighthorse Campbell, Bob Dole, and others. Likewise a large number of members of the House of Representatives are also included. As chairman of the House Committee on Foreign Affairs, Benjamin A. Gilman also figures prominently in these records.
