Freedom of Information Act Collection Textual (2006-1363-F Segment 3) Senator Jesse Helms This collection conists of records related to Jesse Helms. This is the third and final segment of this collection and is wide ranging, touching on topics such as human rights, Women’s rights, and chemical and nuclear weapons. Much of this collection is administrative in nature consisting of dialog and drafts between staff of the National Security Council. Discussions include China, Burma, Turkey, Cyprus, Iraq, and Iran among others. The FOIA request was for all records related to Jesse Helms. In this first segment a significant majority of the records are congressional correspondence with President William Jefferson Clinton and members of his staff. The collection is wide ranging collection touching on topics such as human rights, Women’s rights, and Theatre Missile Defense. It discusses China, Burma, Turkey, Cyprus, Iraq, and Iran among others. Trade Issues with Russia, China, and Japan figure prominently in the records of this collection. Present also are issues related to the recognition of Taiwan. While this is correspondence to or from Senator Jesse Helms, many of his letters included additional signatories. The collection features letters to or from a significant majority of the Senators from the 103rd to 106th Congress. Some of those included for example are: Trent Lott, Joseph Biden, John Glenn, Orin Hatch, Olympia Snowe, Daniel Akaka, Christopher Dodd, Ben Nighthorse Campbell, Bob Dole, and others. Likewise a large number of members of the House of Representatives are also included. As chairman of the House Committee on Foreign Affairs, Benjamin A. Gilman also figures prominently in these records. Included are meeting agendas, cover memoranda, transmittal forms, and drafts. Freedom of Information Act Collection Textual (2006-1186-F Segment 1) Republic of Kosovo This collection consists of records relating to any National Security Council Deputies Committee or Principals Committee meetings on Kosovo held on June 12, June 13, or June 14, 1999. There was only one Deputies Committee meeting that discussed Kosovo on the 12th of June, 1999. There was a Principals Committee meeting on the 12th but they did not discuss the situation in Kosovo. Open records are primarily administrative paperwork and email discussing Kosovo in general terms. The nature of the discussion and the business of the meeting resulted in many records closed for national security reasons. Freedom of Information Act Collection Textual (2006-1066-F) White House Counsel Vetting Procedures This collection consists of records related to White House Counsel vetting procedures utilizing FBI files. During the administration this procedure came under investigation by a number of entities and became known popularly as “Filegate.” This collection contains a large number of records from the White House Counsel Office. It includes correspondence related to the various investigations and administrative paperwork related to records management and records production. The files also include personnel records, correspondence related to personnel security, approval for White House passes, and administrative paperwork related to monitoring those activities. The collection also includes records related to a lawsuit brought by Judicial Watch that was also referred to as “Filegate.” Freedom of Information Act Collection Textual (2006-0996-F) Intelligence Oversight Board (IOB) - President’s Foreign Intelligence Advisory Board (PFIAB) This collection consists of records related to the Intelligence Oversight Board (IOB). The IOB’s mission was to prepare reports to the President of intelligence activities which the IOB believed to be unlawful, or contrary to Executive Order or Presidential directive and forward reports concerning such intelligence activities to the Attorney General. The IOB also had authority to conduct not just reviews but investigations as it deemed necessary to carry out its functions. The files contain copies of news articles, press releases, press guidance, draft guidance, correspondence, memoranda, e-mails, memos and talking points. They also contain letters from Members of Congress, non-governmental organizations and private citizens requesting information related to issues the IOB was publicly known to be reviewing. Freedom of Information Act Collection Textual (2006-0947-F ) HIV/AIDS This collection consists of records that relate to the Export-Import Bank and their involvement in the HIV/AIDS program for Africa. The records relate to the 2000 G-8 Summit in Okinawa and the Clinton Administration’s efforts to obtain funding for African debt relief, specifically the Cologne Initiative and the Heavily Indebted Poor Countries (HIPC) debt initiative. The records consist of correspondence, speeches, memoranda, talking points and public press releases regarding the announcement by the Ex-Im Bank of their loan program. The collection includes email regarding HIV/AIDS programs in Africa, specifically email to and from Sandra Thurman, former director of the Office of the National Aids Policy. Freedom of Information Act Collection Textual (2006-0885-F Segment 9) Health Care Task Force This collection consists of the first portion of the Health Care Task Force's Delivery Room Central Files, also referred to as the General Files. These alphabetized folders contain records concerning a variety of issues associated with health care reform in 1993 and 1994. The records primarily contains press clippings and other reference material (such as analysis, publications, correspondence, legislative materials, press materials, notes, position papers, reports, and scheduling materials). Freedom of Information Act Collection Textual (2006-0885-F Segment 8) Health Care Task Force This collection consists of records dealing with the attempt of the Clinton Administration to transform the health care system of the United States. The material in Segment 8 focuses on the Staff and Office Files of Arnold Epstein, Charlotte Hayes, Paul Jamieson, Kelcey Kintner, Amanda Merryman, Meeghan Prunty, and Jason Solomon. The records include reports, drafts of speeches, talking points, press releases, memoranda, newspaper articles, handwritten notes, statistical charts, publications, and correspondence. The documents highlight the history of health care, the “Health Care Express Tour,” and other proposed health care legislation. Freedom of Information Act Collection Textual (2006-0885-F Segment 7) Health Care Task Force This collection consists of records related to the Health Care Task Force. It contains articles, briefing papers, news clippings, lists, memoranda, notes, presentations, press reports, statements, and talking points from the Staff and Office files of Catherine Balsam-Schwaber, and Steven Edelstein. The records concern the Health Security Act and Congressional action on Health Care Reform. The collection contains lists of experts from the field of medicine willing to testify to the viability of the Health Security Act.
