Freedom of Information Act Collection Textual (2017-0833-F) Deep Water Royalty Relief Act This collection consists of material relating to the Outer Continental Shelf (OCS) Deep Water Royalty Relief Act (DWRRA) from January 20, 1993 through Jul 15, 1996. The legislation was passed in November 1995, with its guiding principles remaining in effect until 2000. It put into operation a royalty-relief program on producing and non-producing leases located in deep water in the Gulf of Mexico.
