Finding Aids

Finding aids describe archival collections to help users navigate their contents and identify material relevant to their research. Finding aids provide a summary of a collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Researchers may use the "Search Box" below to search by keyword or collection number (ex. 2016-0738-F). Researchers may narrow their search results by filtering by finding aid type, record type, or tag. Researchers may also select for "Digitized Content" to view only collections that have been digitized.

Finding Aid Types

Finding aid types include Freedom of Information Act Collections, Systematically Processed Collections, and Mandatory Declassification Review Collections.

Freedom of Information Act Collections provide a summary of a collection requested under the Freedom of Information Act, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Systematically Processed Collections provide a summary of a collection processed systematically, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of files, and a link to the related digitized records (if available).

Mandatory Declassification Review Collections provide a summary of a collection released via a Mandatory Declassification Review, and an Adobe Acrobat file (.pdf) of the declassified records.

Collection Description Tags

A Tag is a descriptive term attached to a finding aid to establish relationships between collection descriptions. Multiple tags can be used to describe collections.

TagUse For
AIDS (Disease)Finding aid descriptions of collections having to do with the Acquired Immunodeficiency Syndrome (AIDS) and/or the treatment of HIV infections. Finding aids also describe policy concerning individuals, groups, or countries seeking treatment or subsidies for AIDs and HIV.

This collection consists of one selected master tape video recording from the White House Television Office (WHTV). The video recording contains approximately thirty minutes of President William Jefferson Clinton and First Lady Hillary Rodham Clinton at a Holiday Party on the South Lawn at the White House. The President and First Lady deliver remarks upon arriving inside the pavilion. Pianist Michael O’Hara, singer Martha Wash, and vocal group Sister Sledge (Debbie Sledge, Joni Sledge, Kim Sledge, and Kathy Sledge) perform on stage. The President and First Lady greet guests following the events in the South Pavilion.

This collection contains the files of Mary Smith, who served as the associate director of policy planning in the Domestic Policy Council from May 1997 to April 2000. A member of the Cherokee Nation, she was notably the highest-ranking Native American in the Clinton administration. She led public policy initiatives and programs for Native American communities, most prominently the New Markets program for tribes. She also focused on healthcare, addressing disparities and access to preventative care for Native Americans. The bulk of her files related to Native American issues have been previously released under the FOIA collection, Native Americans (2006-0197-F Segment 3). The records consist of agendas, correspondence, drafts of bills, fact sheets, reports, speeches, handwritten notes, memoranda, briefings, press releases, talking points, newspaper clippings, publications, and printed emails, concerning a variety of issues, including agriculture, civil rights, domestic violence, education, Equal Employment Opportunity Commission, food safety, gambling, healthcare, liquor laws, Native American communities, racial profiling, tobacco, transportation, victims rights, and the White House Conference on Hate Crimes.

Systematically Processed Collection Textual
This collection consists of the systematic processing of the files of Charles A. Kupchan, who served as a Director of European Affairs in the National Security Council from March 1993 to January 1994. Kupchan was detailed from the United States Department of State where he worked in the Policy and Planning Office. Kupchan would later return to the White House and the National Security Council in 2017 working as Special Assistant to the President and Senior Director of European Affairs. The records in this collection cover a narrow range of issues during the last few months of the Presidency of George H. W. Bush and the first year of the Clinton administration. The records produced here are those related to Albania, Bosnia, Macedonia, Serbia, and Yugoslavia. There are also records that discuss Romania and Bulgaria. A majority of the collection is closed because the records contain national security information.

This collection consists of records relating to Gene Sperling and Banking Regulation, Cato Institute, Contract with America, Financial Deregulation, Glass-Steagall, Goldman Sachs, Gramm-Leach-Bliley Act, Heritage Foundation, and James Buchanan. Gene Sperling was President Clinton’s economic adviser and was responsible for coordinating economic policy and chairing policy meetings with the economic cabinet. He served as Deputy Director and then Director of the National Economic Council during the Clinton Administration. He served as Deputy Director from 1993 – 1996 and then Director from 1996 – 2001. The collection contains correspondence, emails, memos, talking points, reports, and news articles. The collection consists of materials on the Republican Contract with America ’94, Congressional Research Service Reports, Cato Institute on Social Security Issues, The Impact of a Balanced-Budget Amendment and the Contract with America on State Finances. The vast majority of emails in this collection contain news media material, specifically TV news program transcripts.

This collection consists of video recordings of two weekly radio address tapings on October 9, 1993 and October 23, 1993. Processed under the case was only material responsive to the second date on the 23rd; no material was located from the 9th.

General Michael Ryan served as Chief of Staff of the United States Air Force from 1997 to 2001. It contains emails which contain articles, briefings, memcons, news show transcripts, press guidance, and speech drafts. Subjects include the war in Kosovo, Air Force personnel policy, and trips to two Air Force bases.
