Barbier to the U.S. District Court for the Eastern District of Louisiana. Carl J. Barbier was nominated by President Clinton on May 19, 1998 and was confirmed by the Senate on September 28, 1998. Mandatory Declassification Review Collection Textual (2012-0316-M) Susan Rice - Rwanda - NSC Records in this collection include correspondence, reports, papers, memos, emails, and agendas. All records are from the NSC Records Management System numbered documents series and are associated with Susan Rice and Rwanda from 1995 thru 1998. A majority of the records describe the U.S. response to the humanitarian crisis in Rwanda and the neighboring region of Zaire and Burundi. Freedom of Information Act Collection Textual (2012-0286-F) Interagency Classification Appeals Panel (ISCAP) This collection consists of the final ten decisions made by the Interagency Security Classification Appeals Panel (ISCAP). Specifically related to the process and not the documents that were appealed. Included in this collection are the sanitized documents released by the ISCAP following appeal. The collection also includes the unclassified minutes from the meetings of the ISCAP in 2000. It includes the returned votes of the ISCAP members on appeal cases. It includes correspondence between the requestor, presidential libraries, federal agencies, and members of the ISCAP related to appeal cases. The collection also includes limited interagency discussion of cases before the ISCAP. Freedom of Information Act Collection Textual (2012-0268-F) Columbine High School Shooting on April 20, 1999 This collection consists of records concerning the Clinton Administration’s response to the Columbine High School shooting on April 20, 1999. Over the course of several hours two heavily-armed students killed 12 classmates and a teacher and wounded 23 others before taking their own lives. The records include agendas, articles, cables, emails, letters, memos, press releases, public statements, schedules, speeches, and transcripts. The subject matter includes the Administration’s first responses and follow up, both in policy and strategy; recommended phone calls to victims’ families and local government officials; and speech texts for President Clinton, Mrs. Clinton, Vice President Gore, Education Secretary Richard Riley, and Attorney General Janet Reno. Reaction to the massacre also resulted in a higher emphasis on dealing with the issues of school violence and weapons legislation to include several high-profile conferences on youth violence. This series of subject files highlights topics relating to Clinton Administration accomplishments, teen pregnancy, and child and family welfare. Howard was Associate Director for Domestic Policy from 2000 to the end of the Administration who specialized in children and family issues relating to abortion, partial birth abortion, consumer product safety, prescription drugs, mental health, and violence against women. Heather Howard’s records include reports, handwritten notes, memoranda, draft legislation, articles, emails, faxes, publications, and correspondence. Cooper was a secretary from the Department of Health and Human Services detailed to the Office of Policy Development’s Domestic Policy Council for two months in 1997. This collection consists of records that relate to Christopher Hitchens. Specifically, email may be best described as correspondence to and from White House staff , concerning Christopher Hitchens or comments made by Hitchens as well as his affidavit. The majority of the National Security Council email records processed for this FOIA are closed for national security reasons. Freedom of Information Act Collection Textual (2012-0203-F) Jose Cabranes This collection consists of records concerning Jose Cabranes, a possible nominee to the U.S. Supreme Court and Court of Appeals for the Second Circuit during the early years of Clinton’s presidency. Cabranes, who graduated from Yale Law School, was nominated and confirmed to the Court of Appeals for the Second Circuit. The native Puerto Rican most likely received consideration for the vacancies created by the retirement of Byron White and Harry Blackmun, respectively. The records in this collection include correspondence, memoranda, magazine and newspaper articles, press releases, and Lexis/Nexis materials related to the judicial opinions Cabranes played any role in issuing. Freedom of Information Act Collection Textual (2012-0192-F) Jose Cerda III - Domestic Policy Council This collection consists of email created by Jose Cerda III from 1993 until 2001. Jose Cerda III served in many capacities at the White House. He served as Senior Policy Analyst, Special Assistant to the President, and Special Assistant to the President for Domestic Policy in the Domestic Policy Council; Special Assistant to the Director of the Office of the National Drug Control Policy; and Interagency Affairs Director in Public and Legislative Affairs. He also worked on the domestic policy staff of the 1992 Clinton-Gore campaign and of the 1992 Presidential Transition. The emails created by Jose Cerda III cover major issues within the Domestic Policy Council of the Clinton Administration, specifically drugs, crime, and community empowerment. Beyond specific issues and events his emails concern meeting coordination and scheduling, speech drafts, collaboration with other agencies and offices, congressional correspondence, statements of administration policy, talking points for President Clinton, and White House visitors. Freedom of Information Act Collection Textual (2012-0187-F) National Counterintelligence Policy Board This collection consists of profile sheets, correspondence, and press regarding the National Counterintelligence Policy Board's report on unauthorized media leak disclosures from March 1996. The correspondence is between President Clinton and various members of Congress regarding the media leaks. The press consists of press briefings concerning the release of the report. NSC Records Management Office profile sheets are also included. The majority of this FOIA case is currently withheld under FOIA restrictions. Freedom of Information Act Collection Textual (2012-0181-F) WHORM Subject File HU (Human Rights) The collection consists of records from WHORM (White House Office of Records Management) Subject File HU, Human Rights. The Subject File is a primary category containing information pertaining to human rights and civil rights, citizenship, segregation, ideologies and voting rights, and includes communications from the public expressing views about such matters. Subdivisions within the Subject File include genocide, civil disturbances, ideologies, equality for women, and equality in education and employment. There are also subdivisions for ethnic origin groups, such as Arab-American, Asian-American, African-American, Eastern European-American, Hungarian-American, Greek-American, Irish-American, and others. The records in this collection include memoranda, correspondence, reports, articles, and publications. Six diskettes were processed electronically and included in a single disk at the end of the collection. Systematically Processed Collection Textual (2012-0160-S) Michael Cohen - Domestic Policy Council This collection consists of Michael Cohen’s Domestic Policy Council Subject Files. Cohen served as Special Assistant to the President for Education Policy from 1996 to 1999. This series contains materials relating to education reform, the Goals 2000: Educate America Act (1994), America Reads initiative, bi-lingual education and the ballot initiative in California which proposed to eliminate bi-lingual instruction and limit the amount of time for bi-lingual students to transition to English only, test standards, teachers, tribal schools, school safety and school violence.
