Located in Northern Europe on the eastern shore of the Baltic Sea, Lithuania proclaimed its independence from the Soviet Union on March 11, 1990. Freedom of Information Act Collection Textual (2011-1040-F) Operation Able Manner This collection consists of records regarding Operation Able Manner. Begun five days before the beginning of the Clinton Administration, the Coast Guard operation achieved the interdiction of over 25,000 Haitian migrants at sea, many of whom were taken to the American naval base at Guantanamo Bay, Cuba for processing. Operation Able Manner concluded in November 1994 after the return of President Aristide to Haiti. The records in this collection include cables, emails, and memoranda discussing the operation. Freedom of Information Act Collection Textual (2011-1042-F) Operation (GTMO) Guantanamo This collection consists of records related to Operation GTMO (Guantanamo), a U.S. military humanitarian response to Haitian migrants fleeing the island following the September 1991 military coup. The materials consist of cables coming into the White House Situation Room (to be distributed to various members of the National Security Council) regarding the operational status of the camp at Guantanamo Bay and the logistics of the eventual closure of the migrant camp. Please note that the majority of the records related to this FOIA are closed for national security reasons. Freedom of Information Act Collection Textual (2011-1044-F) Immigrant Detention Policy This collection consists of records concerning the Clinton Administration’s immigrant detention policy as implemented through the Immigration and Naturalization Service, the United States Border Patrol, and the U.S. Marshals Service Joint Prisoner Alien Transport System. Immigration topics dealt with throughout the Clinton Administration included alien smuggling, the Illegal Immigration Reform and Immigrant Responsibility Act (IIRAIRA), the Antiterrorism and Effective Death Penalty Act (AEDPA), and the granting of Delayed Enforce Departure (DED) or Temporary Protected Status (TPS) to various immigrant groups. Freedom of Information Act Collection Textual (2011-1045-F) Operation Safe Haven This collection consists of records related to Operation Safe Haven which was a mission carried out by the United States Government. Operation Safe Haven created camps established in Panama to temporarily house the refugees fleeing from Cuba and Haiti in 1994-1995. The majority of the records contain National Security Council email, cables and records from the Multilateral and Humanitarian Affairs Office.
