The records included are correspondence, memoranda, petitions for pardon, notes, reports and faxes. A majority of records in this collection is from the Counsel’s Office, and includes correspondence concerning why certain individuals merit presidential pardons or executive clemency. Freedom of Information Act Collection Textual (2006-0227-F) Gays in the Military This collection consists of material related to gays in the military from January 20, 1993 through July 31, 1993. The records include correspondence, reports, memoranda, and email, and deal with the development of the policy that became known as "Don't Ask, Don't Tell". These records include documents describing the policy proposals made by Senator Sam Nunn and Representative Barney Frank, and the various legal cases of military personnel being discharged for admitting their homosexuality. Also included are letters from the public and from members of Congress expressing their views on the issue. Freedom of Information Act Collection Textual (2006-0228-F Segment 1) Osama Bin Laden This collection consists of press releases, executive orders, memoranda, newspaper articles, reports, papers, cables, handwritten notes, and briefing materials highlighting the ongoing effort of the Clinton administration to follow and track Osama Bin Laden across several continents in a concerted attempt to eliminate his terrorist network. That the vast majority of the records in this collection are closed for reasons of national security. Published sources reveal President Clinton tried unsuccessfully on a number of occasions to utilize American military forces to target and kill Bin Laden. He also called off proposed operations in a couple of instances for fear of massive collateral damage and the inevitable media backlash that would reflect negatively on the United States. Freedom of Information Act Collection Textual (2006-0228-F Segment 2) Osama Bin Laden This collection consists of related to efforts by the American government to locate and capture Usama bin Laden. This is the second segment of this FOIA request to be processed and open. This segment included only electronic records and contains cables dated from 1997 to 2001. The collection also contains e-mail from the Exchange-Record and Exchange-Non-Record e-mail systems. These e-mail range in date from March 1997 to January 2001. Open records in the collection consist largely of talking points and question-and-answer documents. The collection also includes: quarterly reports to Congress, public speeches and speech drafts; open press reports, and press materials. Freedom of Information Act Collection Textual (2006-0230-F) Rwanda Records in this collection include correspondence, reports, papers, memos, and press releases. The records of Susan Rice document the role she played in shaping the policy of the Clinton Administration relating to the carnage that erupted in Rwanda in the spring of 1993. A considerable amount of material deals with the establishment and peacekeeping operations of UNAMIR (United Nations Assistance Mission for Rwanda). The NSC Cable, Email, and Records Management Systems have a number of letters from members of Congress urging President Clinton to dramatically increase humanitarian assistance to Rwanda. Freedom of Information Act Collection Textual (2006-0231-F) Chautauqua, New York - Debate Preparation This collection consists of materials related to President Clinton’s trip to Chautauqua, New York, in early October 1996. The records include plane manifests, schedules, correspondence, and memoranda relating to the activities of the President and First Lady during the trip, a list of advisors and staff, and the accommodations, reservations and billing arrangements with hotels. Freedom of Information Act Collection Videos (2006-0232-F) White House Videos - Beth Medras Govoha - Jewish Livishe Yeshiva This is a video recording pertaining to President Clinton’s meeting with the Beth Medrash Govoha organization (a Haredi yeshiva) at the St. Regis Hotel in New York on March 11, 1996. President Clinton is presented with a special book on behalf of Beth Medrash Govoha. President Clinton makes remarks to the meeting. The video recording ends abruptly after the President’s remarks. Freedom of Information Act Collection Textual (2006-0233-F) Chautauqua, New York - Debate Preparation This collection consists of material from the Presidential Diary relating to the retreat to Chautauqua, New York, in preparation for a debate with Senator Robert Dole. The records include schedules, call logs, remarks, press briefings, and press releases. Included is a press schedule for Chautauqua and a transcript of the debate. Freedom of Information Act Collection Textual (2006-0235-F) Richard Clarke and Rwanda, 1993-1994 This collection consists of records dealing with Richard Clarke, who served on the National Security Council during the Clinton Administration, and United States policy towards Rwanda from 1993-1994. Memoranda, papers, talking, points, agendas, reports, cables, and emails show that Clarke wanted to limit American involvement in Rwanda. Much of the material deemed responsive had already been pulled for FOIA cases directly concerning genocide in the African country.
