Finding Aids

Finding aids describe archival collections to help users navigate their contents and identify material relevant to their research. Finding aids provide a summary of a collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Researchers may use the "Search Box" below to search by keyword or collection number (ex. 2016-0738-F). Researchers may narrow their search results by filtering by finding aid type, record type, or tag. Researchers may also select for "Digitized Content" to view only collections that have been digitized.

Finding Aid Types

Finding aid types include Freedom of Information Act Collections, Systematically Processed Collections, and Mandatory Declassification Review Collections.

Freedom of Information Act Collections provide a summary of a collection requested under the Freedom of Information Act, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of responsive files, and a link to the related digitized records (if available).

Systematically Processed Collections provide a summary of a collection processed systematically, biographic information concerning the collection, the system of arrangement of the responsive material, a container list of files, and a link to the related digitized records (if available).

Mandatory Declassification Review Collections provide a summary of a collection released via a Mandatory Declassification Review, and an Adobe Acrobat file (.pdf) of the declassified records.

A Tag is a descriptive term attached to a finding aid to establish relationships between collection descriptions. Multiple tags can be used to describe collections.

The collection contains documents relating to the passing, signing, and line-item vetoes of the Act, including official signing programs, correspondence expressing support for the Act or discussing the potential effects of its provisions on taxpayers and various industries, as well as transcripts of press releases and interviews.

This collection consists of records related to the American Dream Restoration Act. Introduced as a bill in the House of Representatives on January 4, 1995, the American Dream Restoration Act proposed amending the Internal Revenue Code of 1986 to provide tax credits for families with qualifying children under the age of 18, tax credits for qualifying married couples, and established individual retirement plans designated as American Dream Savings Accounts. This bill later became part of the Tax Fairness and Deficit Reduction Act of 1995 and Balanced Budget Act of 1995. Materials responsive to this FOIA request include emails mentioning the American Dream Restoration Act.

This collection contains materials related to the Tax Fairness and Deficit Reduction Act of 1995 (H.R. 1215). After passing the House of Representatives in April 1995, the bill eventually became part of the Balanced Budget Act of 1995, but ultimately failed to become law when President Clinton vetoed it in December of that year. This collection consists of daily legislative report emails containing compilations of Congressional actions, schedules, status updates of appropriations bills, and summaries of administrative opposition to particular bills, which mention the Tax Fairness and Deficit Reduction Act.

The Tax Fairness and Deficit Reduction Act of 1995 (H.R. 1215) was designed to establish federal discretionary spending limits for FY 1996 through FY 2000, enact changes to federal employee and Congressional retirement programs, expand tax credits/deductions, and implement changes to Medicare and Social Security benefits. Correspondence from Cabinet leadership and White House offices discuss distributional analysis on taxation, governance issues, legal reform proposals, revenue estimates, and social security issues associated with the Contract with America. The collection also contains articles, budget analysis, clippings, remarks, reports, and summaries either promoting or in opposition to the Contract with America.

This collection consists of records related to the “Contract with America,” a 10-point plan of legislative priorities supported by Republicans to win control of the House of Representatives in the 1994 midterm elections. The Contract with America included such proposals as a balanced budget amendment, spending cuts, line-item veto, welfare reform, tax credits, litigation reform, unfunded mandates reform, term limits, and tax cuts.

Participants at the gala include Stan Lee, Patti LaBelle, Goldie Hawn, Sugar Ray, Red buttons, Jimmy Smiths, Toni Braxton, Anjelica Huston, Howie Mandel, Whoopi Goldberg, Melissa Etheridge, David Spade, Dylan McDermott, Alfree Woodard, Michael Bolton, Jack Lemmon, Cher, Muhammad Ali, Paul Anka, Gregory Peck, Diana Ross, Mary Steenburgen, and Ted Danson.

This collection consists of “OEP Weekly Reports” or “CEQ Weekly Reports” from Kathleen McGinty or George Frampton, Jr. to President Clinton. McGinty was Director of the Office on Environmental Policy (OEP) from early 1993 to the end of 1994 and then Chair of the Council on Environmental Quality (CEQ) from 1995 to 1998 while George Frampton, Jr. served as the CEQ’s Chair from 1998 to 2001. This collection consists of weekly reports that list and describe various environmental issues and often contain press clippings.
